As soon as propaganda becomes recognizable as propaganda by the general public, it’s no longer effective propaganda. It is for this exact reason that the media, government, and capitalism want you to think of a very specific type of propaganda when you hear “propaganda”, so you don’t recognize theirs because it doesn’t fit that slim definition.

While the net has helped pro-democracy movements in many ways, its also the first tool governments use to suppress dissent. They censor. They monitor. They cyberstalk and hack.
So perhaps the most important thing you can do is understand how the internet works. Then you will be prepared to take opsec into your own hands.
